The fantasy for DON BOSCO UNIVERSITY was conceived out of a basic in the mind of Don Bosco Society that the general public must be insistently present there where the experts and the pioneers of the general public are being shaped. Focussed work on setting up the University started in mid 2006 after Fr. Joseph Almeida and Fr. Stephen Mavely held a starter meeting on 24 February 2006. The entire of 2006 could be seen as an incubation period during which the attention was on explaining thoughts, getting ready idea papers, making introductions before potential partners, and sending a formal application to the General Council at Rome to get the last proceed – time well-spent as it brought about explaining the vision, the goals and the way to deal with the whole task. 

The Rector Major and the General Council of Don Bosco Society gave the last endorsement to continue with the task of building up the college on tenth January 2007. This year saw riotous action to get the venture off the ground – unlimited gatherings of 'specially appointed' boards of trustees, 'center' advisory groups, money and raising support councils, drafting panels, short-posting and employing of experts, arrangement of Detailed Project Reports, scan for reasonable land, and so forth. It finished in an introduction of the task to the then Hon'ble Chief Minister of Assam, Shri Tarun Gogoi and his bureau partners and top government authorities on 23rd October 2007. 

The formal proposition of Don Bosco Society, submitted to the Government of Assam on eighth November 2007, to set up a private University was analyzed by the Expert Committee of the administration; and, as suggested by the Committee, the legislature, on 29th March 2008, issued the Letter of Intent (LOI) to the Salesians of Don Bosco to set up the University at Guwahati in Assam.
