Hem Chandra Dev Goswami (H.C.D.G.) College is situated at Nitaipukhuri under Sivasagar District of Upper Assam. The HCDG College is a provincialised institution affiliated to Dibrugarh University, Assam. The college was established in 1965. It was brought under Grant-in-Aid scheme on 1st July 1977. Finally in September 1998 the college got registered under 2(f) and 12(b) clause of University Grant Commission. In 2003, the college also got the permanent affiliation of the Assam Higher Secondary Education Council, Guwahati.The College has been making continuous efforts to face the new challenges in the field of higher education and achieve excellence in the changed scenario of higher education.

Students, who want to pursue higher studies after 10+2 level in the field of Aand Science may do so as Sibsagar College offers Bachelor of Arts (BA) and Bachelor of Science (B.Sc) in various specializations. The duration for each of the specializations is three years and intake capacity is different for different courses.
In order to take admission, first and foremost thing to do is to to successfully complete the 10+2 level or equivalent in concerned subjects. The admission process for the above mentioned courses is managed by the college itself on the basis of marks obtained in last qualifying examination. Candidates who meet the eligibility criteria will only be entertained, rest will be eliminated.
Apart from B.Sc and BA offered by the college at undergraduate level, Sibsagar College also provides Bachelor of Computer Application for a duration period of three years. The college also offers one year programme of Postgraduate Diploma in Computer Application (PGDCA) to the aspiring candidates who want to pursue Computer Applications after Bachelor’s Degree.
Candidates seeking admission in BCA & PGDCA should be well aware of the fact that the college follows “First Come First Served” policy for taking eligible candidates into its college. However, candidates who have qualified their last examination in relevant discipline are only liable to apply.
Library
The college library has a collection of 21,348 books which include 12,251 textbooks and 9,097 reference books. The number of Magazines/Periodicals subscribed by the library is thirteen and the number of journals subscribed is six. The number of newspapers in English is eight and the Assamese is two. Other facilities in the library include Book-Bank, Reprographic facility, Internet, etc. Students may borrow books from the college library against issued cards. There are sufficient books for each subject. The working hours of the library are from 10.00 am to 4.00 pm. The library has a good selection of other books and it has the capacity to fulfill the needs of the students and teachers alike. The library has a collection of some rare books which can be used as reference material. There is a reading room attached to the library. Students can read the reference books, daily newspapers, and journals provided. Books are also lent from the Book-Bank to the poor and meritious students.

The college provides a number of placements and job opportunities as they have contact with many big companies. Companies used to come and they council the last year students and give them job opportunities.We have a particular placement cell for all the placement opportunities provided to the final year students of the college. Many prestigious companies came up with the descent packages to hire the eligible candidates. Now a days the companies do not visit due to lack of opportunity.The college has a Career Counselling Cell which provides the students with multiple placement opportunities, after the completion of the degree. Many students also go on to pursue a Master's degree or even a B.ED degree.The Career Counselling Cell is one of the most integral part of the college. They provide the students with Counselling, Recruitment, as well as organize Placement Drives. Several students got offers from Tata Consultancy Services and other renowned companies.
